PGE to file general rate case that supports Oregon’s economy while helping keep customer bills predictable

Investments include a new substation, transmission line rebuilds, pole and wire replacements and proposals that ensure growth pays for growth and reduce outages

PORTLAND, Ore. – Portland General Electric will file a General Rate Case next week with the Oregon Public Utility Commission that proposes an overall 4.8% rate increase. The rate case includes investments that strengthen Oregon's electric grid, support our economy, growing energy needs and deliver safe, reliable and increasingly clean energy to customers and communities across the state.

The filing begins a public review process in which regulators, customer advocates and stakeholders will carefully evaluate PGE's proposed costs, investments and plans. Under the proposal, residential customers will see an overall 3.9% increase. A monthly bill for an average residential customer using 780 kWh would increase by $8.33. If approved as filed, new rates would take effect July 1, 2027.

Customers rely on safe, reliable energy every day, even as Oregon’s energy needs continue to grow and extreme weather becomes more common. These investments provide direct benefits to customers by reducing outages, strengthening the grid to withstand severe weather and supporting local communities and a growing economy.

Strengthening the Electric Grid, Keeping Service Reliable and Communities Running

PGE continues to replace, upgrade and maintain essential infrastructure, including transmission lines, substations, distribution equipment, grid enhancing technologies, utility poles and customer meters. These investments help reduce outages, improve restoration times and deliver reliable electric service for homes, businesses, schools and critical facilities.

Projects include:

  • West Side Upgrade Project

    • With the growth of the region, these projects allow more electricity to move through the power grid safely and help deliver low-cost energy to more people.

  • South Milliken transmission rebuild

    • This upgrade of an over 100-year-old transmission line improves safety in a high wildfire-risk area and enables hydro generation to continue to serve customers.

  • Advanced Metering Infrastructure replacement

    • Replaces approximately 600,000 customer meters that were installed nearly 20 years ago for improved cybersecurity and quicker outage restoration.

  • Extended Day Ahead Market implementation

    • This regional day-ahead electricity market expands PGE’s access to lower-cost regional energy resources that, according to CAISO , has already saved participating utility customers’ $11.3M since the market launched in May 2026.

  • Pole and wire replacements

    • Inspection, repair and replacement of poles and overhead electric equipment for less disruption from emergency repairs and safer streets, roads and neighborhoods.

Growth Pays for Growth

PGE is applying Oregon's updated regulatory framework to allow for new data centers to contribute appropriately to the infrastructure required to serve their growth. Data center customers experienced a nearly 30% rate increase in 2026, and PGE is proposing in this rate case an additional increase to continue aligning costs with the infrastructure investments needed to support this growth.

Stabilizing Customer Bills while Managing Utility Costs

PGE is proposing a limit on annual base rate increases in 2028 and 2029, with increases tied primarily to inflation.

PGE continues to focus on managing utility costs and reducing financial impacts on customers where possible. Through ongoing efficiency efforts and cost discipline, the company has offset the overall rate case by approximately $25 million.

In addition, PGE offers tools, programs and resources that help customers reduce energy use and manage monthly bills. More than 108,000 customers currently participate in PGE's Income Qualified Bill Discount Program, which provides approximately $75 million in annual bill relief.
